I still have my development environment set up when I built the luci-app-radius app. There are instructions on the github page on how to build luci-access-control.
I would really recommend building it yourself. It may take a little while to get your build environment figured out, but if you’ve done anything like this before, it’s much easier these days than it used to be.
For now the compiled package can be found here, though that may be removed in the future. Also don’t install packages on your router from a strange source.
