Ssh: Too many authentication failures

I cannot ssh into the router.

I’ve tried resetting the router. I have the root password setup. I’ve deleted /etc/ssh and restarted the sshd. This is the output from ssh root@192.168.1.1 -v:

I believe you should be able to use ssh -o PubkeyAuthentication=no root@192.168.1.1
There are various ways around this; I personally prefer to use PubkeyAuth. everywhere (and disable passwords), but I only have one or two keys per machine, so I don’t run into such problems even in defaults.
