Make OpenVPN CA more generic

Hi,

can you please make CA included with OpenVPN server more generic, eg add frontend for issuing TLS certificates for Turris web management and other internal purposes. It seems like a good fit since clients using OpenVPN trust the Turris CA anyway.

I noticed that web management has a selfsigned certificate in 5.x, I think this is good enough for now and there is no need for more generic CA in the router
