Isc-dhcp-server-ipv4 fails to start on boot

I’m using the package isc-dhcp-server-ipv4 as a dhcp server, but I got the issue that after a reboot it does not start. I did enable it with /etc/init.d/dhcpd enable and I checked that it is enabled in the luci webinterface.

Starting and stopping manually works fine.

I have no idea how I could debug the boot process as openwrt does not really log very much.
