This is normal. Somewhere it should say in the log why it switched. You probably got caught by one of the two TDWR in Germany near the Netherlands. Your only high power channels are probably 100 - 112. The lower channels will also work. 140 and 136 may work with 40MHz.
The ath10k run this in firmware and does not notify the kernel of the used transmit rate.
