Maximum authentication attempts exceeded for root

My log is full of messages (686 lines) like this:

cat /var/log/messages | grep error
...
2017-12-19T17:05:50+01:00 err sshd[19569]: error: maximum authentication attempts exceeded for root from 182.100.67.40 port 55934 ssh2 [preauth]

...
root@turris:~# cat /var/log/messages | grep 'maximum authentication attempts exceeded' | wc -l
676

Does anyone know what does it mean?

Bots trying to guess your root SSH password, getting banned by sshd (not sure in what way exactly).
