As soon as I enable it on a wifi-iface no wifi-iface on the associate wifi-device comes up.

Short answer: wait for TO 4.0, there we will have up-to-date wpad-version with easy configuration of 802.11r.
Long answer (if functionality is needed right now) can be found in the above mentioned thread. Don’t forget to use really long (best 64 characters) password for safety as crack is available for 802.11r and wpa2.
