It is a more general issue. Yesterday I found about 5-10 bugreports in OpenWRT and its forums that are exactly the same. Nobody found a better solution than the sleep, though.
Would you please link them here as well, so we have cross-reference for that? You can mention them in that Gitlab issue as well.

There is netifd’s option force_link '1', neither ideal.
