Same problem on Turris 1.1.
In ‘/var/log/messages’:

At line 10 of /var/etc/dnsmasq.conf:
port=0
There is also new line in /etc/config/dhcp:
option dhcpscript ‘/etc/resolver/dhcp_host_domain_ng.py’
